and I think there is a flaw in this theory. Once the municipality that issues
the ticket writes the refund check, the balance is cleared from their books.
The money will still sit in their bank account, but there will an entry into
their ledgers that clears the balance and lets them procede with assesing
points. Eventually they will have to write off the "extra" money to some sort
of unearned funds account. You may have just made a $5 contribution towards
their next radar gun purchase. I am not positve that this is the way it is
done, but it seems to be the correct way to me. It is still worth a shot, you
only risk whatever gains you may have realized by a court appearance. Just my
$.02.
