Cooling Fan

Cooling fan on my 89 200TQ has been acting in a strange way. During normal
driving it's been coming on more frequently and in the the high speed mode.
Yesterday, it came on and stayed on, going off only when the ignition was
switched off. I pulled both relays and replaced them with the units from my
wifes car and got the same results. With the ignition on, the fan would
remain on in the high speed mode even with the 2 relays removed from the
fuse box. This morning car refuses to turn over; I suspect that the fan
came on during the night and drained the battery. Could the radiator cooling
switch be faulted in closed circuit? Are there any other switches or sensors
that would actuate the cooling fan? Any help would be greatly appreciated.
