Boost controller trouble

I am having a little trouble with my cockpit adjustable wastegate. It
really doesn't seem to be bringing up the max boost level. Originally I
had used a tap from the maifold back to the top of the wastegate (on my 84
turbo, I just teed off the bottom wastgate line to the top gave me 2 bar).
Problem with that was that I was getting only 1.4 bar max (no fuel shut
off) and the valve in the car hissed. This morning, I teed the bottom of
the wastgate and ran the line to the top. Now it seems that the valve
isn't doing anything. Would I need to shim the wastegate spring (as I did
on my old car for 1.6 bar baseline) or does the mc have a boost
controlling device to limit boost more actively than the kh? Could my kh
have had a bad wastegate solenoid? I actually don't think it was bad, but
another possibility. Another thing is is that I've disconnected the plug
at the wg solenoid and actually get less boost. What are the differences
with the solenoid from the kh and mc?
