A/C Climate Control Head 91 200tq

Climate control fan never goes off while in "off" position.  Switches sometimes get "stuck" in the selected mode (bi, auto, etc.).

I understand that some air movement while "off" is supposed to be normal, but we're blowing beyond that amount here...

Fan replaced by previous owner 20kmiles ago.  Sitting on an estimate of $345 for new head, $100 labor.  Examined previous posts, see no answer, am cc'ing related people.

Is diagnosis correct?  Is there another way?  Thanks in advance.
