Familiar with repairing Climate Control?

Well I have now gone through the motions of trouble shooting my climate
control system ('93 90CS) and it appears as though I have a stuck
defrost/floor vent air flap.  The diagnostic system indicates that the
system is trying to activate the flaps and they are not moving.  The
symptom is that the system won't send air to the defrost vent on the
dash.  Does anyone have any advise for getting access to the air flaps
and checking them out?  Anyone suffered similar problems?  The lack of
defrost air is an ongoing problem.  There have also been a couple
instances where the recirculate flap did not respond, but it's been fine
lately.
