Tim,
The symptoms you describe _are_ those of a bad AC programmer. Yours seems
to be working perfectly. :)

But seriously, the Audi programmer is designed to have the blower wait
until an engine temp sensor signals that the coolant has got some heat to
contribute--usually a couple of minutes depending on outside temp. And the
main outlets for warm air are indeed as you describe--with the dash (face
level) vents never producing significant warmth. It's designed to keep cool
air at your face and warm at your feet.
