nqc: Delete if not in California, USA

My apologies for bothering all of the Audi/quattro fans outside of
California, so I'll try to keep it short ...

I just saw on the news last night that the California Highway Patrol is
attempting to get approval to use RADAR speed measurement for the freeways
in the state.  I will be contacting my elected representatives as well as
folks from the CHP to explain why I do not believe this is an appropriate
way to solve the problem and I urge others in the state to express their own
opinions in like fashion ...
