Not when I had this problem.... Also read in Import Car Repair same problem
same year model.... It is not the ISV itself but the control unit...
It is like a huge double relay under the driver's side foot panel..
take it off (3 phillips screws) and look for the big VDO part
I have one if you would like out of a 5k that has worked properly 
and did the last time it was started (few months ago)
