Do you have relays running the lights yet? 

And why not?

The brief flash you see is the momentary flash to pass feature, I see it
all the time, on the way to high beams.  Then the high beams come on.
This happens because the flash feature is kind of half way along the
hi/lo switch motion, and is a momentary contact.  You could keep it
there by hand and all six filaments would keep lighting up - don't
though - on flash to pass all 4 high beam filaments are powered from the
parking light source voltage.

I would check fuses, measure voltages at light sockets, check your
headlight switch for melting, corrosion, etc.  

Prime suspect:  The hi/lo switch, at the base of the stalk, maybe it's
broken or burnt, and the high contacts are no longer contacting.  Pull
those bits out and check for continuity through the hi/lo switch.  Don't
do this with the battery connected, one good short could break whatever
was working.  Pull the switch and test it at it's connector with a
meter.
