It's easier to prove. In the UK, 'theft' presumes that thief will
keep or sell on the property involved. One defence that was tried
was that these 'joy riders' were planning to return the car.
With TWOC - if the police catch someone in a car and the owner states
no consent has been given - that's enough. Penalties are the same as
for theft (not enough).
