Wierd 4kq CIS Fuel Problem

Ok,
	Heres the deal.  ar is 84' 4kq.  Wanted to move it to final
resting plae for TUrbo onversion.  Injectors were pulled off at Cis Unit.
Replaced injectors in proper order, car wont start.  Fiddle, still
nothing.
	Try pulling an injector to see if there is flow.  Nothing.
  Try pulling Air Intake Hose above metering plate and pulling up
plate on own.  Now I have fuel. Try starting car car moving plate on own
and it starts fine.  Hey, I'm taking place of Mr. CIS :-)   
	Replace hose, ar wont start.  REpeat procedure.  Car only runs If
I move plate or put starting fluid into motor.  So without my intervention
car isn't getting Fuel.     WHY?  I checked all hoses for leaks.
Everything appears fine. No gaping vacuum leaks.  Any Ideas on whats up?
	Seems to me the metering plate os not lifting on its own.
