actually you;re taking the place of Mr. Air Flow... that's what raises
the plate.

looks like either:
1. as you say, plate is not moving. Could be stuck, or there's a huge
air leak causing it not to get lifted. Does it seem to take much to lift
it by hand (Mr. Goodpliers)? & time to check for huge airleaks. Well,
ones big enough to provide the starting intake vacuum with a source
other than the air plate.
2. at it's lowest position and maybe the first few mm of lifting it's
not letting any fuel through yet? i dunno, that's unlikely. I wonder
how the cranking engine is normally supposed to lift the plate? Because
if the mixture adjustment is so lean that in that lift range no fuel, or
not enough fuel, is present, your problem would arise.
3. Oh, could your airfilter, intake tubes be clogged? No, you say
starting fluid will start it. following that, will the engine keep
running, say if you keep it revved up? If so, air is certainly getting
through there and causing fuel to flow.
I'm just guessing here... no btdt.
