that sounds more like a problem with the switch.  Try swapping in
another switch from another window before going further.

Ok, duh, you did that.  So when it won't go up do you hear it "trying"? 
As far as the motor is concerned, up and down are exactly the same, just
a litle tougher to go up due to weight of the window.  The polarity of
its connections is just reversed.

you might try cleaning and lubing the cable before buying a new unit.
