If the turbo overboosts, either because it's been meddled with or
because of a wastegate failure, the ECU will shut off the fuel.  If
the fuel pump relay has been shorted out, the ECU cannot cut fuel and
damage to the engine may well occur.

I hate to say it, but some of the less competent 'tuners' who don't
know how to modify the ECU properly do this as a matter of course.
