This is what is known as a piggyback (or something like that). In a
previous life I used to install cellular phones, and this type of thing is
used by some shops to provide switched power to wake up the phone when you
crank up the car. Possibly the PO had a cell phone in it, or mebbe used
this to switch on an amp or amps.
Just use a needle nose pliers to pull the _fuse_, and you'll see that it
fits over one side of the fuse blade. Drawback is that in some instances
it widens the socket to the point where the fuse doesn't make good contact
if the piggy is removed. Hence, sometimes they are left on there after the
phone is removed.
