This fellow Pat put is right when he said:
"Does the person have any assets?" If so, take him to small calims court on
your own. It'll be a fun way to learn a bit about the law (and procedure to
an extent) and you can take your frustrations out in a positive manner. You
should be able to recoup any court costs . . . if you win!
