Yes, you one can get the filter out without removing the headlight but it 
just makes it somewhat easier. Usually, I try to follow the rule that I 
learned hard way: "If a part is on my way, remove it rather than bitch 
around. It saves both time and parts/tools from breaking". Of course, 
this is just my opinion and common sense is needed in following any rule.
