The 087 tranny in my 89 100 exhibited the above along with the diff's
"desire" to eat its way out of the case necessitating a total rebuild.

Provided fluids are at correct levels, possible causes are:
No upshift: 
dirty/damaged governor; stuck shift valve; dirty valve body; 1-2 valve
stuck; worn/burnt 2nd gear band; loose accumulator cover.
Delayed upshift:
dirty valve body; 2nd gear band out of adjustment, burnt or worn.

Most of the above causes result from poor/no prior maintenance of the
tranny and/or sitting around a yard for a long time.

That should not cause the no/delayed shift, but should be done anyway.
IMHO, the customer was penny wise, dollar foolish when he didn't request
at least an inspection and reseal of the tranny prior to install.  Did
your guy recommend such action?  If he did, and the customer refused
it's caveat emptor.  If he didn't, well ....
