The voltage stabiliser makes a nice steady 10 v to run the gas and
coolant temp gauges, nothing else.  If I were you I;d search for a bad
ground to the cluster or a bad power supply wire.

check the cluster ground point to the left of the driver's left knee.

Look real close at that circuit diagram, that area is one of the more
tightly packed ones on the diagram.  The voltage stabiliser shares input
voltage and grounds with most of the other stuff but its output only
runs those two gauges.
