Hi Nate;

    I don't claim any expertise on the CIS system, but I'll inflict my
speculations on you anyway....
    Pull the trouble codes from the ECU to see if any codes have been set
(O2 sensor, etc.)
    The no-restart after 15 minutes accompanied by the strong gas smell
sounds like a leaking injector(s) is flooding the engine. Run it, let it sit
for 15 minutes, and pull the plugs. Look through the plug holes for evidence
of gas on the piston tops. Some listers have inserted Q-tips or a reasonable
facsimile to see if gas is on the piston. Please note at this point that it
is a bad idea to lose something in the engine while swabbing your piston
tops.
    The CIS system feeds fuel continuously through the injectors. The fuel
pools behind the intake vavle until the valve opens. If the engine is
running rich, too much fuel is being fed. This can be caused by a multitude
of problems, including but not limited to a bad fuel pressure regulator/
improper fuel pump (too much pressure), a bad fuel distributor, faulty ECU,
bad O2 sensor, etc.
    We have several listers who know these systems inside-out. Hopefully
they can provide you with more info.
