Age Old Power Question



Hey Fellow Audians!

Alright, it's been awhile, but I'm finally back to posting!  So, while
enjoying driving my new `85 4kq, I've noticed quite a lack of power.  I'm
use to driving a CGT, which clearly accelerated better, but didn't handle
quite as well.  With an extra 500-odd pounds of quattro system, I
understand why the 4kq seems more sluggish.  And I know one of the few
things I can do to rid myself of this lag is by throwing more power into
the car.  So here's my question:  Which is more cost effective, a Turbo
swap, or a bigger-bore head and hotter cam?  The car needs at least 20
more hp to meet my "fun factor" driving needs, but I'm not made of cash. 
The 2.2 I5 turbo would be awesome, but I hear the price and time 
involved is rather restrictive, to say the least.  I don't know much
about the larger heads and hotter cams, though.  I've seen the TSR
website claims of up to 170hp, but that's for a European Audi, right? 
What could I expect from a California car?  Are they as reliable?  Is
there a loss or gain in torque?  Is it even legal in the States?  And how
much is it, roughly, after the dust settles?  I don't want a
tire-roaster, just an Audi that can keep up, and occasionally suprise,
the boy-racers I encounter in the back hills.  TIA!
