No relay - there is a circuit breaker (20A? 30A?) mounted in the
auxiliary relay panel for the power window system.  that's under the
left side of the dash, btw.  In the astronaut position with a flashlight
you should be able to see it, a little silver can about 1" x 3/4" x 1/4"
or so, plugs in just like your fuses do.

Prolly gone bad, I've seen the part at VIP (cheap chain) for a couple of
dollars.
