Having a similar problem on my 200TQ.  Another way to start the fan would be
to ground the temperature sensor that triggers the fan.  This little item
can be found attached to the wastegate heat shield. It sits attached to an
upside down 'U' shaped mount.  The wire can simply be pulled of and touched
to a bare metal ground (intake manifold).

This might also be the reason that your pump is not running. If the
condition of the heat shield has deteriorated to the point where it's
electrical ground is lost your temp sensor will not trigger the fan. This
ground is established at the back of the valve cover, with one of the valve
cover nuts and has a ground wire leading back to the firewall.  Make sure
that this is in good shape.

I have been trying to track down why the after run circuit is not
functioning in my 87 5kcsq off and on for the past few months.  When I got
the car a few months ago, the after run water pump was bypassed due to a
cracked housing.  I replaced the pump and it still does not run.  The low
speed fan does not come on either.  I have tried connecting the wires at the
temperature sensor to get the fan and pump to run but nothing happens.  The
next place to check is the relays but I do not know how to test them.  Does
anyone know how to test the relay for proper functioning?  It could also be
a wiring problem but I do not know the proper voltage/function of the wire
pinouts either.

Any ideas?
