Have you checked that all the vacuum lines going to the actuators do hold
vacuum?

There is an extra-heavy-duty replacement for this plastic bracket:
200 272 200 - Bracket
443 271 241 - Return spring
433 271 263A - Door seal
A good idea to do all three. The bracket is a _thick_ steel sheet bent
into a U shape. A little tricky to install but you can be sure it won't
break.
For now, make sure that you don't have a vacuum leak there. The vacuum
hose often comes off of the actuator when the plastic bracket has broken.
Plug the hose for now.

The system opens that vacuum valve (which is connected to the recirc/fresh
flaps and to the heater valve) only when it's really trying to cool the
car down. AUTO LO will definitely do it. ECON will never do it. Thus if
your flaps work correctly in ECON but not in AUTO LO, you know that you've
got a leak in the recirc/fresh/heater valve group.

Yep: crankshaft seal. The Parts Connection is including them with their
current water pump package. Be advised, however, that the seal can be a
real pain to get out! I would seriously consider getting or borrowing the
special puller tool. Otherwise, see Scott Mockry's site for a how-to.
