The reason that many insurance companies do this is because unscrupulous
types have been know to exchange body parts with crumpled boneyard parts
or remove parts and claim vandalism, or buy a cheap (hot) parts car and
conveniently total their car, buy it back and replace the parts they had
socked away that were originally on the car.  I think this varies from
State to State.  I know for sure that Mass insurers will not allow you to
buy back your car if it's stolen and found stripped, they pool it out of
state.  My info could be outdated as I (thank heavens) haven't had to
deal with this for a while now.
