the a/c turns on and off ONLY at higher RPM's 2000-3000-4000...if that's 
any
help...
at idle it seems to go all day long.

Sounds like one of two things,  either the system is overcharged and as the 
compressor speed goes up the high side psi gets too high thus tripping the 
high side switch.  Or there is a restriction in the system causing the same 
thing.  First things first get a set of A/C manifold gauges and look at the 
pressures.  Low side should be 30-35 psi high side should be 150 ish.  If 
not there is a problem.
