Bill,
I have the same thing going on with the gauge in my 87 4kcsq.  The only thing 
that I think it could be (since the gauge operates fine after the oil warms 
up to the second bar) is that internally, the signal going to the first bar 
is "jumping" to two different LED indicators.  It really doesn't bug me that 
much, but if I were motivated, I could see taking the guage apart and 
checking contacts at all of the LED connections.  I can't be of any help on 
the second part of your post, though.
