First step - dump Publisher. For the first iteration of our company website
(to be announced in another month or so...) my partner built four hundred
pages in Publisher and then found that it saved text chunks as GIFs. Doh.
It's really not designed to act as a WYSIWYG HTML editor. Pick up a copy of
FrontPage 2000 and you'll be *much* happier.

WRT animated GIFs...depends what you want to do. I use GIF Construction Set
for a number of simple tasks...you can find it as shareware if you search
for it through Altavista.
