5ks Diff. Pressure Regulator mA?

    What should an '86 5000s have on the multimeter when testing the DPR?  I
got a somewhat high reading today from the the sisters 5ks, 15.6-17.8mA
which seems abnormally high.  I would assume it would want to range from
5mA-10mA.  Car is running slugishly and has warm up problems.  Step on the
gas and the car fights to stay alive when first started.  What's up, vacuum
leaks?
    Also the 5ks makes a yucky clicking noise right after the starter is
used.  It goes away after the car is warmed up.  Anyone?
    Also got rid of the Group 7 filter she had and filled the 5k with Mobil
.  Sooo noticable is the difference.  Smoother, quieter.
