It sounds like you may be getting vapour lock in the engine compartment
fuel lines. Running the injector fan may be cooling the lines enough to
condense the vapour and allow the fuel to flow.
The root cause may be low fuel system pressure. Have you measured the
residual pressure in your fuel system? From what I recall, it should hold 45
psig if the check valve is in good shape.
