Absolutely ... in fact, the SCCA's GCR's have a section that deals with just 
this issue.  The max downward angle they allow is ~15 degrees...

For low-speed autocross stuff, sure.  But I certainly wouldn't use them on a 
track like Road America...

What about adding some reinforcement to the rear deck and using the 
child-seat brackets?  Or possibly enlarging the hole for the rear shoulder 
belt and tieing them in there ... a little off to the side but perhaps not 
the end of the world.
