Sounds to me like you are being had.  First of all, if you're talking about
your airbag light coming on, it's probably just the spring and connectors
behind the steering wheel.  No big deal really.  As for $1600 for the rack
and hoses.  I work for an Audi mechanic on evenings and weekends alot.  I've
done lots of steering racks and hoses, and (I'm not totally sure, I don't
handle the billing stuff) I know that it's not close to $1600 for a rebuilt
rack and some hoses.  I am thinking more like several hundred, (maybe more
like a few).  See if you can find a small shop that you can trust.  Maybe a
shadetree Audi mechanic.  Maybe even a lister that is nearby.  Is Redmond
near Bellingham?  If so, then I might know a place.
