Gary,
For a whole lot less than $200 you could build one. You need a piece of
pipe sufficiently large enough that you can grind s hex head on so that it
will work inside the cap and long enough to reach above the top of the
strut column when it's inside the cap. That and a BF'n pipe wrench should
getcha going.
