Why doesn't the A/C work, exactly? If there's no refrigerant in the system
the compressor won't work, anyway. The low pressure switch will prevent the
clutch from engaging. Normally the belt only drives the clutch plate, the
clutch has to be energized for the compressor to work, so whether you have
the belt installed or not is really irrevelant here. The only working part
when the clutch is not energized is the clutch bearing.
