I just remembered that you're doing a KH conversion on a 4KQ.  On
the turbo ECUs the fuel pump relay shouldn't click on at all unless
the engine runs.  Given that two relays show the same behavior leads
me to think that you have a wiring problem rather than a bad FP relay.
