if it is bolted to the block it's going to warm up anyway. the
electrical connection just helps it along...

Nope. see above.

yes. btw, to "connect" it, just throw 12v and ground at it. it's just
a heater coil.

well, this is a stretch, from n/a apps, there are two vac lines on my
old ones - they provide cold WOT enrichment. If you look at the 82 CIS
vacuum diagram on my site, you may be able to see this set up. While
cold the thermo-vacuum switch makes it possible for there to be a
different pressure on the diaphragm (stored "idle" vac on one side,
low/no/anti* vac on the other side. when the thermo sw opens it stops
this from happening.
the word drifting around here also seems to be that there's one that
provides "on boost" enrichment on the turbo WUR. This is probably what
you are looking at.
