First, thanks for all the replies...

Today, I was finally able to get the right (passenger side)
wiper and undertray off to look at the outside air flap.

I then did the obligatory handstand to look at the inside flap.
What I found was: vacuum line connected to actuator, the actuator
still connected to the bracket, and ....

No flap return spring!

I saw the twist lock flange on the lower, inside flap, but could
not figure out to where the other end of the non-existent flap is
supposed to connect.

Could one of you repair veterans tell me where it attaches?

car in question is a 1991 200 20v TQW.
