its NOT the switch because when you push the switch you can hear the 
regulator turning, and the window goes down , and tries to go up, but doesnt. 
so obviously the switch works.   i have the same prob in the front pass 
window of my red '86 5kT (the beatermobile ;<).  
your prob is that the regulator cables are all twisted up in there, and 
binding.   these is instructions in the archives about unbinding them i 
think,  but anyway you look at it, the doorpanel, etc has to come off,  and 
seeing as how it's an '91, youre going to need a long hex (allen) head 
extension to get the interior doorhandle off etc...
in the meantime, i would get a big clear plastic garbage bag, and throw it 
over the window then close the door. 
in my case, i was lucky, i pressed the switch to roll the window back up, the 
same time i was pulling up on the window by hand, and was able to get it back 
up. i then jammed a wad of paper between the window and doorpanel so it 
wouldnt slide back down.  (and it is still like that to this very day ;<)
