4kq noise discovered (Thanks Steve!)

So I tried pulling up on the e-brake when the noise would happen and sure
enough, lifting the e-brake stopped the noise! As soon as I got home I
jacked up the car and took another look at things, and that mystery
bracket that I had commented on before shows up in bentley as being used
to hold the cable UNDER the braket. Somehow, the cable had gotten around
the bracket and was now on TOP of the bracket, causing the cable to likely
rub the driveshaft or some other moving part.
