The hat is also not subject to the same sorts and magnitudes of
bending stresses.
I also suspect that any cracking issues would be completely obvious at
rotor change time, and that catastrophic failure at one of the holes
would not result in complete failure of the entire braking system.
I'm just guessing, there.
