I just tried it, my 82 Coupe runs fine without the oil filler cap in
place.  I know that the restricting valve and the vacuum line are
clear.  The restricting valve must restrict enough to keep the engine
from running too lean.  Perhaps the newer cars have a different setup
that allows more air into the intake manifold from the crankcase when
the oil filler cap or the dip-stick is removed.

BTW the hose from the restricting valve to the intake manifold often
leaks.  The high vacuum in it causes it to collapse when the engine is
running (causing more air flow restriction?) creating cracks in it
over time.  This sneaky devil is hard to track down when you suspect a
vacuum leak and it costs over $15.00 for that 8" piece of hose with
two bends in it.
