If the cable rusted, then the PB would't go through its full travel.  
 This can cause the PB to start seizing up, as the pivot rusts 
 (surprising on a newish car).  Some PBs can be dismantled and the rust 
 cleaned off the pivot.

Alternatively, maybe the cable hasn't been adjusted correctly.  If one 
 of the PBs is fully released (by pressing the lever with a 
 screwdriver), it shouldn't cause the other side's PB to start operating.
