Sounds to me like your seals are going...  Oil in the hose is normal ALL the
time...  The turbo could have a prollum, but it should be all the time, not
just at startup, startup puffs usually are associated with seals.....  If the
turbo is going you should have lots of end play in the wheel (you neglected
to put the miles on it, assuming hi), take the intake side of the turbo
off....  You shouldn't get more that 1/8in of side play in the wheel, if you
do, then ck the hoses for aluminum, not oil....  beyond ~1/8 inch the wheel
will hit the housing, and basically send aluminum shavings into the pressure
hoses....   I think your Service guy is correct....  Other possibilities:
 Bad O2 sensor, bad baseline fuel mixture, improper operation of control
pressure regulator....  I vote seals....
