My cam cover is secured by _nuts_ on captive studs. All my Audi engines have
used studs and nuts to secure the cam cover. No doubt the assembled company
will tell me their engines all use bolts ...

The big dangers with bolts are that either someone will advertently switch them
for longer ones while they're off the car, or debris falling into the hole will
produce an artificial stop while the cover is still loose.

Torque is 10Nm for both studs and nuts.
