High idle until vehicle stops - REALLY STRANGE!

My MB-engined ur-quattro has done the same thing since I basically stripped,
cleaned, partly replaced and rebuilt the whole of the engine management
system. The idle controller (J142, on the ur-quattro) receives a road speed
signal via Pin 7. I can only assume that the idle is held high while the
vehicle is moving to provide more power steering assistance.
(Actually, mine drops in two steps - once to 1100 rpm, and after about half a
second to 800.)
