An Irish police officer told my mother about this, many years ago.  In some 
counties in Ireland, no tourists are ever prosecuted.  She said: "Well, then 
what's the point of issuing the ticket in the first place?"
 
His response?  "They know I'm doing my job.  And you have a souvenir of 
Ireland."
