Most people are not modifying their 1.8Ts to 300+ hp.  I haven't heard of
anyone putting theirs over the 240hp mark (TAP Stage II).  You _can_ do
more to  it, but I think you'd be comprimising driveability, reliability,
and durability.  The 2.8 is a little heavier, but in stock trim, its got
more power.  It feels like the engine is not stressed at 190hp.  So some
minor tweaks may make a difference (exhaust and chip?).  Plus, all the
suspension mods for the 1.8t exist for the 2.8.
