Once the engine's running, the fuel pump runs all the time.

You _can_ hotwire the pump so that the ECU doesn't shut it down in an overboost 
situation.  How long the engine will last is a semi-random variable - one I 
know of just blew at 18000 miles after modification, one didn't reach the end 
of the road.  I think 18000 miles is the record so far.  Burnt holes in #4 and 
#5 pistons - a common failure mode.

There are other considerations.  The ECU doesn't power the pump with the 
ignition on, unless the engine is turning.  Your modification would run the 
pump with the ignition on and the engine _not_ turning - there may be safety 
implications.
