Sort of - inside air gets recirculated, so outside smells
can't get in.  Inside smells, however, will remain :)

Open the hood, it should be above and behind the glove box. 
Remove the rubber strip that holds the plastic cover that runs
against the firewall, possibly a few plastic screws too, and lift
the cover up - it should be right there.
