sounds like you need a new FP relay (does the signal to turn it "on"
appear?)

That will slow down most cars.  So why is there no spark?  Coil wire in
place?  Coil 12 v and ground good?  Cap/rotor condition?

on the 12 v issue, maybe your not getting 12 v to the FP relay *and* the
coil - could be the ignition switch?  Get a schematic (back of bentley
or haynes) and trace the voltage that feeds these two items while in
"run" position and look for common points.  crawl around and test the
whole circuit.
